USA(for now). They (Dutton-Lainson) also make oil cans, winches, trailer jacks, ect. This is an old design, so the patent is expired, and you can find cheap chinese knock-offs for cheap on amazon if you don't like usa made things. A bonus is they (Dutton-Lainson) have replacement parts if you want to keep an old one going. Like most things, you will probably need to contact the company for parts, only a few tool parts on amazon.

Will tho work on stretching double stranded fence wire with two 14 gauge braided wires?

Yes. If it is smooth wire, it helps to give the grips a whack with hammer or pliers to set the grip jaws into the wire to grab it better. Then the tighter you go, to harder it grips.
