Will the counters work just with a magnetic whiteboard?

Yes! Each counter is individually magnetized, as are the mats. I HIGHLY recommend this product!

Are these ten frames safe? Do they have product safety certificates?

Yes, the product is fully ASTM and CPSIA compliant and has been tested by an independent laboratory.

Are the counters latex?

No, they are made of foam and have a magnet on the back. They hold on great to the magnet. Great for bigger kids not recommended for little ones. Helped out a lot for my first grader child to visualize and have hands on during virtual learning. Hope my response helps.
