Q: Will this work on AT&T?

It says T-Mobile, so no. It is a no-contract phone, not unlocked. No-contract means you don't have to sign a two year agreement to stay with the carrier, it doesn't mean the same as unlocked (working on any carrier with compatible technology.) There is an AT&T version of the Lumia 635, search Amazon for it: B00LBFFSNM

Q: I need to replace a broken 521 and I am on the extremely cheap $30 a month T-Mobile plan. Can I just use my old sim with no other changes needed?

Have just done that (working 521 with active account). After transferring the sim card start the 635. During setup you will be given the option to log in to your existing Microsoft profile/account and you can choose to restore the backup of the 521 (if you had enabled one). Microsoft will ask to confirm your identity with 2 factor authentication -- password + pin. The pin can be sent via email or text message as set up in your MS account, but remember the phone is not usable to receive this info. It took over an hour for the backup (apps, settings, & updates) to be restored on wifi. T-Mobile plan continued on as usual with no problems so far.

Q: Can this phone be used with Pay As You Go plan.

The Pay as you go plan phones and the regular phones are no different.

Yes,it came with sim card and charger along with quick start guide and basic user manual. I was T-Mobile customer already and had phone activated and my old number transferred with customer service in less than fifteen minutes. Am happy with phone so far.
