Is the lid completely removable?

Yes it is. It is mountet on two little bums that act as a hinge. It pops right off.

What are the interior dimensions and if outside in the rain, will it keep the contents dry?

The interior dimensions are 8.500” x 6.375” x 5.938” deep. I can’t say for certain if rain would get through. There is no gasketed seal around the edges of the cover or opening.

6 cans PLUS small frozen ice pack over, under or between cans?

(6) 12-oz cans can fit in the cooler. You might be able to fit one or two small ice packs (palm-sized) if they're not too thick.
