Are these low rise, or do they sit about at the waist?

They are not low rise. They sit about at the waist.

Are the front pockets decent size? I have big hand so I can’t stand when it’s hard to reach for my keys or phone.

The first pair I bought, the pockets were decent size... the second pair, the pockets are not as deep. My phone barely fits in it.

Are the pockets heaven enough to hold tape measure pouch and pliers without sagging?

The tool pockets on these pants will hold an 8 inch long pliers with about 1 inch sticking out of the pocket. The tool pockets are 4 inches wide and what looks like a doubled lip on the pocket. I can hang a 25 ft tape measure from a pocket no problem. If you can get your hands into the pockets there will be some sagging when you hang something with a clip from the pockets.

If these do not fit, are these able to be returned. Some stores like Walmart are not doing returns of apparel because of the Covid-19 issues.
