No, it goes the other direction. It converts 802.3af to passive 24v used by older Unifi devices.

Q: Does this work with uap-ac-lite?

Yup. This converts a 802.3af standard PoE port on a switch to power a 24V passive PoE device like the (older) AC-Lites. Keep in mind Ubiquiti has announced they're moving away from passive PoE in the UniFi line and AC-Lite APs manufactured after September 2016 have added 802.3af compatibility. So if you're buying a new AC-lite, I'd wait until you get it to see if it's new stock or not.

Q: Can this be used to extend a run? I'm looking at installing some cameras closer to 200ft from the switch, which is past the 150ft 24v limit.

No this is not extend the length of the cable run. This is to allow a device powered from passive POE to get power from a new switch that is only capable of using 802.3f poe protocol.

Compatible with Mikrotik ac^2 and ax^2

Uses in pair with Mikrotik ac^2 and after that with ax^2.Ubiquiti has two different adapters. This one has 24v on output and another model has 18v on output. 18v might not be compatible with mikrotik devices. And also it (24v) may not be enough to power two or more devices simultaneously.
