Q: Why does it state 0.18 when it starts at 0.39 according to video and pictures?

I'm not sure I don't even look at the size. I just eye ball size it up to the size of cable or wire and strap it. It works for SJO 12 gauge cable up to 2/3 buss drop cable. 10 gauge up to 800 kcmill. I use it very often haven't had to sharpen it or anything. My electrical bag is not hole with out it.

Q: I tried the jokari version of this. The adjustable blade would not stay square to the cable jacket and kept spinning. Does this do the same thing?

I love this tool, not anyone can use it because the design is perfect for its use. I think that you have to learn the tool. It will cut around the cable in one direction, and spin the blade to cut insulation straight down the middle.

Q: Can the tool be adjusted to where it cuts at 90 degrees eliminating a spiral cut?

Yes. The lever turns the cutting blade 90 degrees.
