Q: Can the 7 3/8 side be safely cut down to 5 1/2 without damaging the rest of the design? Since I'm asking, how much can the 11 3/4 side be cut?

The material is a solid foam, so you won't hurt the integrity at all by trimming it. You can cut it down to 10" x 5" without ruining the design. That's the size without the "legs".

No, if you were to cut this down to 9x7 you would be cutting into the design.

Q: Are these finished and painted on both sides? Could they be hung vertically?

They are white on both sides but only one side is beveled the other side is a flat surface and yes you can hang them vertically.

Q: I’m trying to replace my trim and they look to be 3/8 “ D is that a normal size would the 1/2” D work?

3/8” would cover gaps better. Theses are perfectly square and most walls, or stairs are not. I would also use construction adhesive on the bracket to attach the trim as well as nails/brads.
