What are the top dimensions ?

Wish I could help you but the bins are in my classroom and my school is closed due to Coronavirus. Also on a statewide lockdown. The bins are roomy and bigger than letter-sized. Sorry I couldn’t help more.

Would a letter size file folder fit inside without bending?

They do not, they bend up just a tiny bit.
