Yes, it does. I have one and use it with my Switch OLED.

What is the purpose of the velcro in this case?

You can see in the video that the velcro in the carrying case is able to prevent the switch from falling off.

Can this fit the oled and charger?

My charger doesn’t fit; extra joycons make this case really tight. OLED is fine tho
