Does it work with PoE Hat?

Only if your PoE hat works with only the GPIO pins, and then you would need a GPIO extension cable to bring the GPIO pins outside the case. It will not mount inside the case.

Why does this not ship with the proper standoffs or the instructions that say to remove the original hd spacers that shipped with the board??
