Why cps device show half number compare to other micron device? example: cps reading 280, other 3 devices read 560 micron

They both are in microns, thats the unit of measurement. I think you are looking a display fro advertising. When in operation it will read how many microns of moisture are present.

Does it have the standard hvac 1/4" flare fitting on the end ?

The fitting on the gauge mates to a Schrader valve stem. This fitting could be called as a standard 1/4 " flare with insert for Schrader release. In fact the three way tee adapter that comes with the gauge allows for several connections combinations.

Is the clear plastic display cover suppose to be removed? Mine came off but was not sure if that was part of packaging or actual display?

Good evening. There is a protective peel-able plastic film that the manufactuer puts over the plastic display cover. Is this what you experienced?Steven @ Chadwell Supply
