is this the bluetooth mouse compatible with surface

This is not a bluetooth mouse. It works on similar frequencies but each mouse is keyed at the factory to the specific custom USB receiver that it comes with. Hence I'm on my second mouse as I broke the receiver on the first and tried everything I could think of to pair the mouse with another receiver to no avail.

If you have any problem with the speed of the mouse it can be altered by going to the control panel then clicking the mouse settings which will take you to the mouse properties, and in the mouse properties you will see the pointer options, and from there you can adjust the speed of the mouse to whatever you like.
