will this accept universal blades?

The BDCOS20B does not include a universal fitment.

I noticed in package that it did not contain a hex wrench to remove adaptor head. Will I need this? none of my allen wrenches unlocked it.

A hex wrench isn't needed to change blades. You must push the arm towards the body of the tool. This will allow you to insert a blade. It will take some force.

What's blades does this take?

The tool accepts standard oscillating heads. Mount/dismount of a head is simple but requires non-trivial strength to compress the releasing lever. I have used the tool several times for different applications and I am satisfied with its function. When not in use, the tool stands on the battery base, making it easy to retrieve, turn on, use, turn off, and re-stand as a single hand operation.

Will this tool cut nails?

It will cut nails. It's a very versatile and handy till that t wouldn't be without.
