Q: can you actually break a screw loose manually or finish tightening a screw, when you run out of torque, like can i really crank down on it?

It is impossible to cut a screw

Q: Does this only charge using a USB-C to USB-A cable? Mine doesn't respond to a USB-C to USB-C cable, even on the same 5V charger.

It should. I use USB-C to USB-C in my work truck and it charges it.

Q: Is this usb-c, or micro usb? the description and photos list both at various places.

I have the same question and they are doing their best to obscure it by combining multiple products and reviews into one page. These other answers here saying usb-c are also unhelpful since they don't mention which version they bought. From the best I can tell, only the non-pivoting one is usb-c. The pivoting one I actually wanted is a clone of the Skil 4v, which is still on primitive micro-usb. No sale.
