is the red portapow fast charge with data block adapter better than the black plugable usb charging adapter?

No Idea I have 2 red data blockers and they are great.

How do you know it really works?

It does work. I've plugged it into a work computer that freaks if anything is plugged into a USB port. No reaction. A friend plugged one into her car to charge her phone. Normally it would just try to play her music on the phone. Nothing. Just charged the phone.

Red or clear what's the difference?

Clear is the ‘no chip’ design and dosnt support ‘smart’ charging Red has a ‘smart’ chip to help negotiate charging speeds but no other day transfer.

Can this be used with the note 10+ usb-c cable

I don't know specifically but I have used it with a number of micro USB and USB C cables
