Q: Are Additional small round vibration pads on top of this Pad necessary?

These do a really good job at isolating low frequencies, which is what isolation pads are for. It blocks the bass from the speaker going to floor as well as rumble from the floor affecting the speaker. I had my monitors on a stack of cement blocks with a thin layer of firm foam on top and that actually provided quite a bit a lot of isolation as it was, but with these the speakers still sound just a bit more focused. But, if you were wanting to use them under a turntable or a mic stand or whatever, then you could use spikes or additional pads to isolate it even more. These have a solid top, so adding additional pads will be stable and not wobbly at all.

it tightens the sound of the subwoofer by decoupling the subwoofer from the floor. It does this in home, basement, apartment, whatever. You might be asking if it helps soundproof or reduce the subwoofer sound from transmitting to an apartment below. If so, the answer is no. The subwoofer even on the VibeBoss platform will still pass a lot of bass through the floor. Hope this helps!
