The specification states that pi 3 will do about 12fps at 720x576, what about the pi4 with 8gb could this capture the full frame rate 24/25fps?

Hi, any of the Pi4 models will do 25fps. It's not suitable for VHS though, only more modern things like CCTV cameras.

Is this compatible with the pi zero's usb port?

Hi, yes it works with the Pi Zero's USB port. Just tested it for you on a Pi Zero W running from a 2.5A PSU with an unpowered 3 port USB hub.

Does it works for win10, and how is the latency?

Hi, no actually it doesn't work with any Linux. It's tested with a Raspberry Pi though. This adapter isn't suitable for VHS, if you try you'll get a jumpy result. It is suitable for CCTV cameras and more modern equipment listed.
