Yes its designed to fit into a standard 19 inch rack mounting space. It takes up 1U of rack space. Check out the pictures on the Amazon web page as it shows you a picture of it mounted in a 19 inch rack.

Please clarify if this product rack-mountable horizontally in a 19" rack? Product headline says horizontal, but further details say vertical?

Yes it is a standard 19inch one unit rack mountable unit in a horizontal position. I suppose you could mount it vertically if the flight case was tall enough and you modified the rack case fixings on the flight case but why would you want to as it is designed for horizontal fitting. I do remember the unit was a tight fit for my fight case and I had to file the rack ears a little for it to fit in my case. But it is well made and a good bit of kit.

Does the Product come with cage nuts and bolts to attach it to the rack?

It didn’t on mine, but I had some anyway.
