Q: Will this work if one side of the floor is carpet and the other side is hardwood?

Yes. We used on a door where one side is plush carpet and the other side is hardwood. Works great without any problems.

Q: does this stop smells?

That really depends on the smell and how tight of a seal the other parts of the door are. This only blocks air/smells from the bottom of the door, but that doesn’t mean smells can’t enter from the top or sides.

Q: What does 1.9” mean? Is it 1 3/4 inches or it is just slightly below 2”?

Do not know where you get 1.9”. Size is 1.6” ( approx 1 1/2” diameter of sponge insert) by 34” (long for wide this of door). Fits my door perfectly.
