can i use this belt for swimming not fot stationary swimming

Not totally sure what you mean......but I swim laps in my pool everyday with it. There's really nothing stationary about it......you get in the water and do whatever you want to do. It's just easier to keep afloat. I am not a strong swimmer but this helps me more than I can say.

One size fits all. But they have extenders that you can get from the company if you call. This makes it wider if it is too narrow for your foot.

I'm 5ft weigh 95lb will this work for me?

I think it will. My waist is 40" and it wraps a little more than halfway. I really like the belt, lightweight and not bulky.
