Can you tie these on and use without the stick?

No, you can't tie them on. If you try to remove the stick, you will break the masks. They are beautiful masks. These work best for people who wear eyeglasses.

Is it possible to attach an elastic band so I can actually wear it?

I did not do it but I think you can by punching small holes on each side. The female mask may be challenging but the edge of the eye should allow it.
