Do you apply foundation/bb cream after or before using this?

With liquid type foundation, use foundation first, then this concealer. If with powdery foundation, use this product first, then foundation. For BB cream, us BB and then this product.

Is it dry after applying on face?

It does dry down after a couple of seconds. I found that applying a thin layer and then setting it with a little powder gave me the best results.
