I don't think so. Mine hasn't. It does have a loud click when I fold the legs; my guess is so it doesn't collapse easy - which it doesn't.

Q: How do I snapped the legs down without breaking them?

I have no problem moving the legs. They are a bit stiff but still move. If yours don’t I would return it.

Q: Does it have a cut out in the top to hold a tablet ?

No, it does not. The top lift to open but I believe it would be too deep to allow good access to the keyboard. The space would also only accommodate a small lap-top.
