Q: will these help to stretch the boot upper leg?

No these are cheap. The blue ariat one actually stretch the boot out. But not with much force.

Q: Will this product support tall boots that are over your knee

They should. Depends how much over the knee you're talking about...mine are about 3 inches over the knee and these supports work fine.

Q: Would these work on hunter rain boots?

I do think so . They expand on a tension system. At their widest capacity they expand to 5 1/2 inches ( however without tension at that point) . I would consider the calf width of the boot to decide. They would be nice esp for rain boot is that air can get into the boot. I know people use pool noodles though I like these better as they prevent creases in the boot (from folding over)

what do you mean "rod"? Clothing rod? yes.
